P1 Registration Phase 3: International Students
How Primary 1 admission works for children who are neither Singapore Citizens nor PRs — the May indication of interest, why places are scarce, and the realistic alternatives.

MOE’s criteria:
- For a child who is neither a Singapore Citizen nor a Singapore Permanent Resident.
- Parents must submit an online indication of interest during MOE's May window before the exercise; places are offered only where vacancies remain after Phases 1 to 2C Supplementary.
The May window is the part people miss
For the 2026 exercise, international students had to submit an online indication of interest between 19 May 2026 and 25 May 2026 — before Phase 1 had even opened. Miss that window and there is no Phase 3 registration to make.
Outcomes for the whole exercise, Phase 3 included, land by the end of October, which is why the registration exercise formally runs to 30 October 2026 even though the Citizen and PR phases finish in August.
Why places are scarce
Phases 1 through 2C Supplementary are open to Citizens and Permanent Residents. Phase 3 gets what is left. At most schools in mature towns, that is very little. MOE says plainly that admission at Phase 3 is not guaranteed as there may only be limited vacancies left by then.
What international families usually do instead
- Apply to an international school. The realistic default for most non-resident families, and the one with a predictable timeline.
- Wait on PR status. Permanent Residency moves a child from Phase 3 into the Citizen-and-PR phases. It does not put them level with Citizens — Citizens are admitted ahead of PRs in every ballot band — but it changes the game entirely. See how citizenship ranks.
- Be flexible on the school, not the timeline. Where Phase 3 vacancies exist, they are at schools with spare capacity, which in practice means being open about location.

- Only through Phase 3, which runs after every other phase over whatever vacancies remain. MOE states that admission is not guaranteed as there may be limited vacancies left by then.
