Citizens, PRs and International Students: How Citizenship Ranks in P1 Registration

The ladder

When a phase is oversubscribed, MOE fills places in this order: Citizens within 1 km, Citizens 1–2 km, Citizens beyond 2 km, then Permanent Residents within 1 km, PRs 1–2 km, PRs beyond 2 km. Read that carefully — a Citizen living beyond 2 km outranks a PR living next door to the school. Citizenship is the primary sort; distance only breaks ties inside a citizenship group.

What this means if you are a PR family

• You register in the same phases as Citizens. Phases 1, 2A, 2B, 2C and 2C Supplementary are all open to PRs. Nothing bars you from any of them.
• The disadvantage only appears in a ballot. At an undersubscribed school — the majority of schools — PR status changes nothing at all. Every eligible applicant gets in.
• At an oversubscribed school it can be decisive. If Citizen applicants alone exceed the places, no PR is admitted in that phase regardless of distance. This is the single strongest argument for a PR family to register somewhere realistic rather than aspirational, and to use the earliest phase they qualify for.
• The 1 km band still matters. Within the PR group, the same three distance bands apply in the same order.

What this means if you are an international family

Phase 3 is the only route, it requires an indication of interest submitted in May, and MOE states that admission is not guaranteed because there may be very few vacancies left. See the Phase 3 page for the timeline and the practical alternatives.

A note on planning

Citizenship and PR applications run on their own timelines and their own criteria, entirely separate from Primary 1 registration. If a change in status is in progress, what matters is the status at the point of registration — not an application that is pending. Plan the registration around the status you actually hold.
