P1 Registration Phase 2A: Alumni, School Committee, Staff and MK

MOE’s criteria for Phase 2A, transcribed:

• Whose parent or sibling is a former student of the primary school, including those who have joined the alumni association of the primary school as a member.
• Whose parent is a member of the School Advisory or Management Committee.
• Whose parent is a staff member of the primary school.
• From the MOE Kindergarten under the purview of and located within the primary school.

Phase 2A of the 2026 exercise ran from 9 – 10 July 2026, 9.00am on the first day to 4.30pm on the last. Results were released on 17 July 2026.

The alumni route is the one most families use

“Parent or sibling is a former student” is doing most of the work here, and the phrase MOE adds — including those who have joined the alumni association of the primary school as a member — is the part worth reading twice. Schools run their own alumni associations with their own membership process and their own cut-off dates, and those cut-offs sit well before the registration exercise. If you are counting on this route, contact the school’s alumni association a year ahead and get the membership confirmed in writing. Do not assume that having attended the school is enough administratively, even though it is what the criterion describes.

The MOE Kindergarten route

MOE Kindergartens are sited inside primary schools, and a child attending the MK “under the purview of and located within” a primary school registers for that school in Phase 2A. Not every primary school has an MK, and an MK place is itself allocated by a separate MOE exercise — so this is a route you plan two to three years out, not a lever you pull during registration.

Phase 2A sets up everything after it

The number of places left when Phase 2A closes decides how much room Phase 2B and Phase 2C have. MOE holds back 20 places for Phase 2B and 40 for Phase 2C at the very start of the exercise, so those phases can never be closed out entirely. On top of that, whatever is left over at the end of Phase 2A is split one-third to Phase 2B and two-thirds to Phase 2C.

That is why watching a popular school’s Phase 2A result is the single most useful thing an outsider can do during the exercise. A school that finishes Phase 2A nearly full is a school where Phase 2C will come down to the 1 km band and a ballot.

If Phase 2A is unsuccessful

There is nothing to appeal. Register again in the next phase you qualify for. Losing a Phase 2A ballot does not disadvantage you later — each phase is a fresh allocation.
