P1 Registration Phase 2B: Parent Volunteers, Church, Clan and Community Leaders

MOE’s criteria for Phase 2B, transcribed:

• Whose parent has joined the primary school as a parent volunteer not later than 1 July of the year before P1 registration and has given at least 40 hours of voluntary service to the school by 30 June of the year of P1 registration.
• Whose parent is a member endorsed by the church or clan directly connected with the primary school.
• Whose parent is endorsed as an active community leader.

Phase 2B of the 2026 exercise ran from 20 – 21 July 2026, 9.00am on the first day to 4.30pm on the last. Results were released on 27 July 2026.

Route 1 — the parent volunteer

Two dates, both hard, and they are a year apart. The parent must have joined the school as a parent volunteer no later than 1 July of the year before registration, and must have completed at least 40 hours of voluntary service by 30 June of the registration year. Miss either and the route closes.

Route 2 — church or clan

A number of Singapore primary schools were founded by, and remain connected to, a church or a clan association. Where that connection exists, a parent who is an endorsed member of that body qualifies for Phase 2B. The endorsement comes from the church or clan, not from the school, and each body sets its own definition of an active member. This route only exists at schools that have such an affiliation — most government schools do not.

Route 3 — active community leader

The narrowest of the three. A parent endorsed as an active community leader qualifies. In practice this is a small group and the endorsement process sits outside the school.

Eligibility is not a place

This is the part that catches people out after a year of Saturday mornings. Completing 40 hours makes your child eligible to register in Phase 2B. If the number of Phase 2B applicants exceeds the places available, the phase goes to a ballot, and the ballot is ordered by citizenship and then by home-school distance — not by how many hours you put in. A Singapore Citizen living within 1 km is ahead of a Singapore Citizen living 1.4 km away, regardless of volunteering.

The 20 reserved places exist precisely so that this phase is never wiped out by earlier ones, but 20 places at a popular school is not many.
