P1 Registration Phase 2C: The Open Phase Where Distance Decides

MOE’s criterion for Phase 2C is one line:
- For a child who is not yet registered in a primary school.
Phase 2C of the 2026 exercise ran from 28 – 30 July 2026, 9.00am on the first day to 4.30pm on the last. Results were released on 11 August 2026.
How many places actually reach Phase 2C
Two mechanisms guarantee Phase 2C is never empty. MOE reserves 40 places for it at the start of the exercise, before a single registration is taken. Then, when Phase 2A closes, two-thirds of whatever remains is allocated to Phase 2C (one-third goes to Phase 2B).
So the honest way to read a school’s Phase 2C prospects is: 40 places, plus two-thirds of whatever the sibling, alumni and school-connected families left behind. At an undersubscribed school that is a comfortable number. At a heavily oversubscribed one it can be the whole contest.
Where distance comes in
If Phase 2C applicants exceed places, MOE fills the places down a fixed ladder — Singapore Citizens within 1 km first, then Citizens 1–2 km, then Citizens beyond 2 km, then Permanent Residents in the same three bands. The computerised ballot only runs inside the one band where the places run out. Everything above that band is admitted; everything below it is not.
That is the practical meaning of the 1 km rule, and it is why housing and Primary 1 get tangled together. Across the snapshot, 5,954 scored HDB blocks sit inside at least one primary school’s 1 km ring, out of 10,690 blocks in total.
Choosing which school to register at
You get one school in Phase 2C. Registering at a school where you are in the 1 km band and the school is not chronically oversubscribed is a materially different bet from registering at a famous school 2.5 km away. MOE publishes the vacancy and applicant counts live during the exercise, and the past years’ data for every school — read both before you commit.
If Phase 2C is unsuccessful, Phase 2C Supplementary follows, run only over the schools that still have vacancies.

- Who can register in Phase 2C?
- Any child who is not yet registered in a primary school — no volunteering, alumni tie or committee membership needed. It is the open phase.
- How many places are available in Phase 2C?
- Every school reserves 40 places for Phase 2C before the exercise begins, and receives two-thirds of whatever is left when Phase 2A closes.
- Does living within 1 km guarantee a Phase 2C place?
- No. It puts you in the top band of the priority ladder for Singapore Citizens, which is a strong position — but if Citizen applicants within 1 km already exceed the places, that band itself goes to a ballot.
