P1 Registration Results: How You're Told, and What to Do If You Miss Out
When and how Primary 1 registration results are released, why there is no appeal between phases, what happens after an unsuccessful Phase 2C Supplementary, and how school transfers work later.

How you are told
Two channels, same information: the portal from 8.00am, and an SMS. Successful registrations come with instructions on reporting to the school; there is usually a short window to confirm and complete enrolment formalities, and the school sets that.
There is no appeal, and that is deliberate
If Phase 2A, 2B or 2C is unsuccessful, there is nothing to write to MOE about. The remedy is built into the structure: you register again in the next phase. Being unsuccessful in one phase carries no penalty into the next — each phase is a fresh allocation with its own places and its own ballot.
What this means practically is that the decision to make on results day is not “how do I contest this” but “which school do I register at next, given what I now know about where the places went”. MOE’s live vacancy and balloting page is the input for that decision, and it updates between phases.
After an unsuccessful Phase 2C
Phase 2C Supplementary runs over the schools that still have vacancies. MOE publishes that list with the vacancy count at each school before the phase opens.
After an unsuccessful Phase 2C Supplementary
MOE posts the child to a school with an available vacancy, working to place children in schools near their home where it can. This is the backstop that makes a Primary 1 place guaranteed for every eligible child. It is also why leaving everything to the last phase is a real risk: the place is certain, the school is not.
Changing school later
Once the school year is under way, the route is a primary school transfer, which depends on a vacancy existing at the receiving school and is applied for through MOE’s transfer service. Outcomes come by SMS and through the online system. Transfers are not a reliable plan B for a competitive school — if a school balloted within 1 km in the exercise, it does not usually have transfer vacancies either.
Worth doing on results day
- Check the portal yourself rather than relying on the SMS arriving promptly.
- If unsuccessful, look at which band the school’s ballot reached before choosing the next one — it tells you whether your address was ever in contention.
- Have a second and third school already checked on SchoolFinder, so the next registration is a decision you have already made.

- Can I appeal an unsuccessful P1 registration?
