What can you buy?

Before you fall for a flat, check what you’re actually eligible for. Six quick questions on your household, citizenship, age and income show which routes — BTO, resale or Executive Condo — and which grants are likely open to you, with the reason for each.

Eligibility & grants

What is the income ceiling to buy an HDB flat?

For a BTO the family income ceiling is S$14,000 (S$7,000 for singles buying a 2-room Flexi); an Executive Condo is S$16,000. Resale flats have no income ceiling to buy, but grants do — the CPF Housing/Family Grant caps at S$14,000 (S$7,000 single) and the Enhanced CPF Housing Grant at S$9,000 (S$4,500 single). Verify current figures with HDB.

Can PRs or singles buy an HDB flat?

Two PRs can buy a resale flat once one has held PR for at least 3 years; a single PR can't buy alone. Single Singapore Citizens can buy a resale flat or a 2-room Flexi BTO from age 35. Most schemes and all grants need at least one Singapore Citizen.

Do first-timers get more?

Yes — the Enhanced CPF Housing Grant and the CPF Housing/Family Grant (resale) are for first-timers, and first-timers get ballot priority. Second-timers may use the Step-Up Housing Grant and pay a resale levy.
