How is the "Renters" ranking calculated?

Each HDB block is scored 0–100, weighting transport and public-transport commute most heavily (schools and remaining lease are excluded). Town scores are the unit-weighted average of their blocks, so larger blocks count for more. Everything is computed from open government data — nothing is hand-tuned.
