The Most Liveable Neighbourhoods in Singapore, by the Numbers
Which Singapore towns actually deliver the best everyday life — scored across transport, food, schools, healthcare, green space and more, block by block, with no agent spin.
SG Block Index · updated 2026-07-16 · data.gov.sg & OneMap
Every “best neighbourhoods in Singapore” list you’ve read was written by someone — a magazine, an agent, a forum thread — and reflects their taste, their budget and often their listings. This one is written by the data. We score all 10,690 residential HDB blocks in Singapore across eight liveability pillars, then average those scores up to the town level, weighting by how many households each block holds. What comes out is not a matter of opinion; it’s a ranking of where daily life, on the whole, works best.
The highest-scoring towns right now
These are the current top towns by average block liveability. Scores move a little each month as new data lands, so treat the order as a strong signal rather than a fixed league table — the live rankings are always current.
| Town | Liveability | Blocks scored |
|---|---|---|
| Rochor | 85.9 | 32 |
| Kallang | 82.7 | 211 |
| Outram | 82.3 | 32 |
| Geylang | 80.8 | 293 |
| Downtown Core | 79.1 | 4 |
| Queenstown | 77.7 | 241 |
| Bukit Merah | 77.6 | 425 |
| Marine Parade | 77.6 | 59 |
Why the usual “prestige” areas don’t always win
Reputation and liveability aren’t the same thing. Some of Singapore’s best-known addresses score merely average on everyday life, because prestige is priced on exclusivity and central location, not on how close the wet market is. Meanwhile several mature and newer HDB towns score highly precisely because they were planned as self-contained estates — MRT, hawker centre, polyclinic, schools and parks all within a walk. That is the quiet strength of Singapore’s town-planning model, and it shows up clearly when you score daily life rather than postcode cachet.
A high town average still hides big block-level differences
A town score is an average, and averages conceal spread. Within even the best-ranked town there are blocks a long walk from the station and blocks right on top of it; blocks ringed by parks and blocks facing an expressway. That’s why the index goes all the way down to the individual block — you should never buy or rent a town, you buy or rent a specific home. Use the town ranking to build a shortlist, then open the blocks themselves and compare their pillar bars directly. The same logic applies to private housing: browse every scored condo the same way.
Best for whom?
“Most liveable” changes shape depending on your life stage. For a family chasing a specific primary school, proximity to that school outranks everything — see the 1 km rule. For a daily CBD commuter, connectivity is king, and the honest routed times in commute comparison matter more than a glossy brochure. For a first-time buyer weighing HDB against private, the trade-off is laid out in HDB vs condo. The rankings give you the map; your priorities decide the route.
Read this list as a starting point, not a verdict. The most liveable neighbourhood in Singapore is the one whose nine pillars line up with the life you actually lead — and now you can check that block by block instead of taking anyone’s word for it.

Frequently asked questions
- Which is the most liveable neighbourhood in Singapore?
- On the current snapshot, Rochor leads the town rankings with an average block score of about 86/100 — but the most liveable town depends on your priorities. Mature central estates win on amenities and commute; newer towns trade convenience for space and price.
- Are central or heartland neighbourhoods more liveable in Singapore?
- Mature central and near-central estates usually score highest today because of dense MRT coverage, layered amenities and short commutes. Newer fringe towns score lower now but many are rising as rail lines open and precincts fill in.
- Should I trust town rankings or look at individual blocks?
- Use town rankings to shortlist areas, then compare individual blocks — a flat two minutes from the station and hawker centre can far outscore one fifteen minutes out in the same town. You live in a block, not a town average.
