The “15-minute city” is the urban-planning idea of the decade: a neighbourhood where the essentials of daily life — work-ish errands, groceries, food, healthcare, schools, green space and transit — sit within a 15-minute walk or cycle of home. Paris, Melbourne and Barcelona have made it policy. The interesting question for us is simpler: does Singapore, which never used the phrase, already deliver it? We can test that against real numbers, because the index stores the actual walking time from every one of the 10,690 HDB blocks to the things a 15-minute city is supposed to provide.
Singapore invented the idea without the slogan
Long before “15-minute city” became a hashtag, Singapore’s HDB towns were designed as self-contained units: each new town built around a town centre and MRT interchange, with neighbourhood centres, wet markets, hawker centres, schools, parks and polyclinics distributed so that daily life could happen on foot. Punggol, Sengkang and Tengah are the newest expressions of it; Bishan, Ang Mo Kio and Tampines are mature ones. The 15-minute city is, in effect, Singapore’s default setting — which is why the country rarely talks about it.
What “within 15 minutes” actually looks like here
The index records the walking time from each block to the nearest of each kind of amenity. The pattern across the island is striking: for a large majority of blocks, the MRT or a frequent bus, a hawker centre, a supermarket and a clinic all fall inside that 15-minute envelope, and very often inside ten. Where the model strains
It isn’t universal, and pretending otherwise would be the kind of fabricated cheerfulness this site avoids. Some blocks — on the edge of an estate, across an expressway from the town centre, or in an area still being built out — sit noticeably further from one or two essentials. A home can be five minutes from the MRT and fifteen from the nearest market, or vice versa. The 15-minute test is only useful block by block, which is exactly how the data is stored. When a category is genuinely out of range, the block’s “What’s nearby” section says so plainly rather than hiding it — honest gaps are part of the picture.
How to test it for a specific home
Don’t take the average for your answer; check the address. Open any block or condo and read the walk times to MRT, hawker food, supermarket, clinic and park — the schematic walk-time rings show the same thing at a glance.
